Kampar Peninsula which located in east area of the province, in geograpic was located between 101° 50’ and 103° 07’ East Meridien also 0° 10’ dan 1° 14’ South Equator and administratively located between two district Siak District (38%) and Pelalawan District (62%). The area of Kampar Peninsula covering 5 villages which located in Siak District and 12 villages in Pelalawan District.

Kampar Peninsula was a wetland forest area contains of high natural resources variety as the wetland forest characteristic. The area in the width of 700,000 ha (based on the wetland area from research study of Wetlands International) included ; Wetland forest with 2 canopy of wetland with depth more than 20 meter, 4 conservation area they are Suaka Margasatwa (SM)/Animals Conservation(AC) Danau Pulau Besar, SM Tasik Belat, SM Tasik Metas, SM Tasik Serkap, Mangrove forest ecosystem in the south side area, has high potentiality (287 m3/ha). - 58 kind of plants 10 kinds are protected, 25 kind of animals, 7 are protected, and the average persentation of covering is about 76 %. Range of index variety of trees up to 3,0 with dominant variation index 0,04.
The width of wtland forest in Kampar Peninsula covering 17 % of the width from the whole wetland area in Riau Province (4,044 juta ha). Riau Province itself have the largest wetland forest in Indonesia for about 56,1 % from the total of 18,586 million ha wetland in Indonesia (source Guidance of Wetland Management). From this width it makes the area of Kampar District and Siak become very important because of the function of wetland forest.
Every conversion and wetland wxploitation will cause the release of carbon emission (CO2) which will polute the global environment because it bothering the table water system (hydrology system). If the emission from the wetland count the contribution for the climate change in the world, then Indonesia was suspect as the third largest country who produce carbon emission (CO2). The ability of wetland to absorb carbon in the average of 7 x 102 ton/ha/year but influence by the vegetation in it and the kinds of the wetland, the characteristic of wetland can save the water for about 15-20 from the dry mass of wetland.
